The District of Columbia to Only Allow e-Stewards Certified Processors for eCycling DC Program


Seattle, WA., Washington D.C., December 2nd 2021. In their Fiscal Year 2022 Budget Support Act that became law in November 2021, the Council of the District of Columbia has altered the terms of their eCYCLE DC extended producer responsibility take-back program to only allow e-Stewards® Certified Recyclers and Refurbishers as valid registered processors of electronic waste. e-Stewards, considered the gold standard for ethical electronics recycling, was created by the environmental watchdog organization Basel Action Network (BAN). The eCYCLE DC program includes the participation and support of most electronic manufacturers (e.g. Apple, Dell, Samsung, retailers such as Best Buy, and large IT companies including Amazon, Google and Microsoft.

Our local environmental advocates had long been calling for more stringent ethical standards in electronic recycling, which is why we seized the opportunity to require the use of Certified e-Stewards Processors,” said Councilmember Ms. Mary Cheh, chair of the Environment and Transportation Committee. “It is because of their advocacy that our eCycling program will operate in a more meaningful way –as intended– that reduces the environmental and social harms that can accompany the electronics recycling market.

The e-Stewards program certifies companies to the only recycling standard in the world that is owned and operated by an environmental organization and includes support from many prominent manufacturers, corporations and institutions including Samsung, LGE, Sony, Bank of America, Bloomberg, Wells Fargo, and the cities of San Francisco, Seattle, and Kansas City. It is known to be highly principled and innovative and is the only standard of its kind to use GPS tracking and unannounced inspections to verify processor performance in meeting the rigorous environmental and social best practices.

These wastes can cause grievous harm if not properly managed,” said e-Stewards Certification Director Ms. Prema George. “e-Stewards Certification ensures that the public’s e-waste is managed in a manner which promotes global environmental justice, while maintaining the strictest safeguards against private data releases.
